No, this is likely some statuary somewhere between the pyramid and the broken bridge we see. Doubt it's a lord of change, but a winged statue of the emperor or something like that.
Definitely a Lord of Change, you can recognise the hunched wings and the beak, and the eyes are visibly glowing. Question is what it means.
Best bet is that Mauler (above) is probably right, it's a shadowy hint of Tzeentch watching events and that's all. On the other hand, I could totally see Tzeentch sending a sacrificial wave of daemons to fight the Wolves at Prospero. From his perspective that'd be a twofold win: killing more Wolves while also guaranteeing that the Wolves would never retract their condemnation of the Thousand Sons, even once they found out Horus had sabotaged their orders.
No guarantee FW will go that route obviously, and I think Mauler's idea is probably the more likely - but it would be interesting if they did something like this. An excuse to add some more Heresy daemons, expand the Prospero conflict a bit more, have some fun in ways that purely mortal armies don't necessarily allow.
I honestly don't see the glowing eyes or distinct beak, are you sure? Like yes it could be a lord of change, but I don't think anything about this is a clear cut "definite yes". And I'm scrolling and zooming on the image, and there are no distinct shapes (how arguably tzeentchian!), and no "glow" where the eyes would be.

I used paint to quickly highlight what I was talking about, just a small box around the glowing eyes and two clumsy lines to indicate the angle of the beak-face. http://tinypic.com/r/5tyik3/9 hope this helps! it might not be as obvious as I first thought, I definitely had to zoom in to do that. Maybe I just happened to look at the right place straight away or something.

DeleteIt could be a statue. It is very unlikely to be the new GW plastic loc, unless something significant has changed with FW.
